Why does the gas nozzle shut off before tank is full GM vehicles

P0446, Gas nozzle shuts off before tank is full, can’t fill tank
GM has issued a technical service bulletin (TSB) 07-06-04-023 to address problems when refueling certain vehicles. You may be unable to fill the tank beyond ¾ full or less. No matter how many times you try, the gas nozzle will shut off by itself. The bulletin applies to the following vehicles

2004-2007 Chevrolet Malibu Maxx
2007-2008 Saturn Aura

As you fill the gas tank, vapors get pushed into the charcoal canister to reduce vapor emissions. The canister contains a fresh air inlet that may become blocked with spider nests or other debris. Spiders are attracted to the smell of gasoline and like to build and rebuild nests in that air inlet. To check for blockage follow this procedure;

Raise the vehicle and support on jack stands. Remove the charcoal canister vent solenoid by prying up on the locking tab and rotating the solenoid valve clockwise until it stops. Inspect the charcoal canister tube and the solenoid valve for evidence of debris. Don’t use brake cleaner, soap, or any other cleaning solutions to remove debris. Also, do NOT use compressed air to blow it out. Compressed air can damage the solenoid spring or the internal diaphragm. Install a barrier using ordinary fiberglass window screen material. Cut the screen cloth to a 4 x 4 piece and place it over the tube opening. Fold the excess screen towards the canister. Secure the screen with a nylon zip tie. Then reinstall the vent solenoid. Clear the trouble code and the problem should not recur.
