Most carmakers use a circuit breaker instead of a fuse for their power windows. Subaru uses both a fuse and a circuit breaker, along with a relay.
If you get no action on any of the windows, start by checking the fuse and relay. If they’re good, check the power feed to the master switch on the driver’s door. If there’s no power, check for a wire break in the driver’s door hinge area.
